Turning signal on dash always on? (98 jeep grand cherokee)?

Okay, so I have a 1998 Jeep Grand Cherokee, that I have had no problems with at all, until now..... So the other day I notice that my left blinker starts blinking really fast.... now we all know that most of the time that means your bulb is getting ready to go out.... ok... fine... i can get a couple new ones cheap... well on my way home from work yesterday I noticed that ON THE DASH when I have like my headlights turned on (you know when the whole dash is illuminated) that the left blinker light is solidly lit.... is this a warning letting me know the bulb is gunna go out?.... or short? Anything? Let me know what you think... it will be most appreciated....
