I need help making a quilt!!!?

I need help!!! I saw a quilt on tv that had it's ends cut and tied together with another matching quilt ((Its the border all around)) .... I don't know how it's called but I really want to know because I want to make one for my baby!! Please hopefully someone will know what I'm talking about!! All I want to know is how it's called and how can I make one...please help!!!
